Abstract
EU rural policy (CAP Pillar 2) has evolved, over the course of three decades, through a rather piecemeal, incremental process. The menu of relatively inflexible ‘horizontal’ measures has been successively extended in response to various (often political) issues. At the same time the recent enlargements ofthe EU to 25, and then 27, member states, have considerably increased the heterogeneity and range of its rural areas, in both environmental and socio-economic terms. In the light of this it is worth asking whether EU rural policy is still ‘fit for purpose’.
