Abstract
This is the fourth review of crime and justice in Scotland produced by the Scottish Consortium on Crime and Criminal Justice [SCCCJ] and follows the format established by our previous convener, Baroness Vivien Stern, CBE. It was her idea that there should be a single document which would provide an independent assessment of the data on crime and the performance of the relevant criminal justice agencies in response. The Consortium owes a tremendous debt of gratitude to Vivien Stern for her leadership and dynamism over the past six years and for her inspiration and authorship of the first three reviews.
