Abstract
This submission expresses the views of Spinwatch, which campaigns for greater transparency in governance in the UK and EU. Spinwatch is a project of Public Interest Investigations, a not-for-profit company based in the UK. Our views are based on many years academic research on transparency issues by two of the authors as well as a number of years experience of campaigning for greater transparency and ethics regulation in the UK and EU. We should also note that Spinwatch was a founder member of the Alliance for Lobbying Transparency.
