Abstract
The Conservative government's apprenticeship reform programme is aimed at ensuring apprenticeships in England become more rigorous and more responsive to the needs of employers. The origins of this
reform lie in Douglas Richard's November 2012 review; they want the new norm to a career in nursing: university or an apprenticeship. However, this new norm is not particularly novel and seems uncannily reminiscent of a former model for nurse training in the UK-state
registered or enrolled.
