Enhancement-Led Institutional Review (ELIR)

What is ELIR?

Enhancement-led Institutional Review (ELIR) is the Quality Assurance Agency for Higher Education's review method for universities and other higher education institutions in Scotland. It is one component of the Quality Enhancement Framework (QEF) which was introduced in Scotland in 2003.

The main focus of ELIR is to examine an institution's arrangements to secure the academic standards of its awards and consider an institution's strategic approach to quality enhancement. Particular emphasis is placed on the arrangements for improving the student learning experience.

ELIR is a peer review carried out by a team of six: one student reviewer, one international reviewer, three senior UK-based academic reviewers and one coordinating reviewer. Reviews should be open, transparent and forward looking and are an opportunity to enhance all areas of quality of the student learning experience and academic standards of collaborative activity.
